The City of Jena is committed to making its websites and mobile applications accessible in accordance with national legislation implementing Directive (EU) 2016/2102 of the European Parliament and of the Council. This Directive was implemented in Thuringia by the Thuringian Act on Accessible Websites and Mobile Applications of Public Bodies (ThürBarrWebG) of July 30, 2019. The Thuringian Regulation on Accessible Information Technology (ThürBITVO) of April 28, 2020, also applies.
Status of Compliance with Requirements
Due to the following non-conformities and exceptions, these websites are partially compliant with the Thuringian Act on Accessibility of Websites and Mobile Applications of Public Bodies (ThürBarrWebG) and the Thuringian Accessible Information Technology Ordinance (ThürBITVO).
Non-accessible content
The content listed below is not accessible for the following reasons:
Incompatibility with national legislation
- Some elements (e.g., the logos in the header and footer areas, language switcher, slider images, links in the header area) have insufficient labels.
- Some elements (e.g., search, “jump to top” element) lack a textual description of their functionality.
- Semantic markup is used for headings, but the nesting of hierarchy levels is misleading.
- The color contrast of some elements (buttons, links, headings) does not yet meet the required ratio.
- Not every element (language switcher and search) is accessible via the keyboard.
- There is a keyboard trap that prevents users from reaching the page footer (slider on the home page).
- The indicator for the current tab position is not visible.
- The target area of elements (e.g., header navigation links, “Read More” slider, contact form checkbox) is too small.
- The German version uses English terms that are not marked up (search, form error messages).
- The symbols for required fields in forms are not explained.
- In forms, important data is submitted without a prior data preview or confirmation dialog.
- The HTML syntax is incorrect in one place (search input).
- User-defined browser settings for larger font sizes are not respected.
- Content in sign language and plain language is not yet available.
The City of Jena is making every effort to quickly address these issues in order to achieve a high level of accessibility.
